The formal development of an oil field generally goes through three stages:

1. Preparatory stage before development, including detailed exploration and development tests;

3. Adjustment and improvement of the program.

The formulation and implementation of the oilfield development plan is the central link of the oilfield development. The oilfield development policy is an important basis for compiling and implementing the oilfield development plan. The correct oilfield development policy is formulated according to the national economy's requirements for the oil industry and the long-term experience of oilfield development.


1. Carry out regional exploration and use various effective means to identify favorable oil-bearing areas as soon as possible, find out the law of crude oil enrichment, and determine key development areas and major oil layers;


2. Exploration, development, construction and production must be simultaneously implemented, that is, the so-called "trilateral policy" of simultaneous exploration, construction and production;


3. In order to make the oil field have high and stable production for a long time, under the principle of rare wells and high production, early internal enhanced water injection and enhanced oil recovery should be implemented to ensure high and stable production.


When compiling a development plan for an oil field, specific development principles, specific technical policies and boundaries must be formulated in accordance with the country's general policy on oil production, and in light of the conditions of the oil field to be developed and the technological means and construction capabilities mastered. 

These principles are:


1. Oilfield development should take water injection as the key link, and implement early internal cutting water injection and layered water injection to maintain oil layer pressure, realize long-term self-injection production of oil wells, and make production management proactive.


2. In the early stage of oilfield development, larger well spacing should be adopted and well pattern should be arranged reasonably. At the same time, the production test area should be opened first in the oil field, and the static and dynamic characteristics of the oil field should be grasped in detail, so as to guide the whole oil field to carry out infill drilling more effectively and put into development reasonably.


3. Vigorously carry out the geological research of the oil field, divide the development layers reasonably and strictly, choose the reasonable water injection method and rationally arrange the well pattern, so as to give full play to the production potential of various oil layers, and leave room for later adjustment.


4. Try to use the most advanced mining technology. For example, in terms of oil production technology, we will vigorously develop and adopt process technologies such as layered observation, layered oil production, layered water injection, layered transformation and layered adjustment control, so as to achieve reasonable injection-production balance and pressure balance, and achieve high oil recovery rate. and a longer period of stable production, further improving oilfield recovery.
